Business License Rebate

Home-based businesses, with an existing business license, that move into a commercial space are qualified to receive a two-year business license fee waiver. For more information, please call (559) 324-2083.

Hiring Incentives

New Employment Opportunities (NEO) Program
  • Incentive available to qualified employers hiring qualifying Fresno County residents
  • Short-term wage reimbursement – 100% for first 3 months, 75% for following 3 months – 6 month program (extensions available under certain conditions). LEARN MORE
New Employment Credit (NEC)
  • California hiring tax credit available to qualified employers hiring qualifying employees
  • Must be in Designated Geographic Area (DGA)
  • Credit is 35% of wage based on wages above $12/hr & up to $28/hr (Example: If employee earns $13/hr, credit is 35¢ on the dollar over $12/hr)
  • Must obtain credit reservation on employee prior to hire. MORE
Work Opportunity Tax Credit (WOTC)*
  • Federal tax credit available for hiring qualifying individuals from certain target groups
  • Maximum tax credit ranges from $1,200 to $9,600, depending on the employee hired
  • Must complete specified form(s) before and after hire
  • Must submit all forms within 28 calendar days of the employee’s start date LEARN MORE

California Competes Credit
  • State income tax credit negotiated between State & businesses that want to stay & grow in California
  • Can be located anywhere in California
  • Credit amount depends on several factors* – Job creation, economic impact, amount of investment in CA by business LEARN MORE

Manufacturing Equipment Sales & Use Tax Exemption
  • Sales tax exemption on manufacturing and manufacturing related equipment
  • Eliminates 4.19% of California sales tax portion
  • Immediate benefit – no state tax paid at time of purchase
Research and Development (R&D) Credit
  • State income tax credit available to businesses who incurred qualified research expenses while conducting qualified research in California
  • Credit received based on 15% percent of the excess of current year research expenditures over a computed base amount LEARN MORE
